All over Georgia animals on the road

With all the aggressive unsafe driving I am surprised how few road kills we see when all over Georgia in rural towns as well as in the countryside animals graze untethered and unattended on the roads.  The grass of the berms is short as a putting green, the cows and pigs thin and unmoved by traffic and car horns.  It must be a means of utilizing public land.  The farmers reported no one steals an animal and everybody knows whose animal it is.
